Manager Public and Regulatory Affairs, Air Liquide
Netherlands

Robert Haffner brings a sharp economic lens to the decarbonization debate, currently serving as Manager of Public and Regulatory Affairs at Air Liquide in the Netherlands. Tasked with navigating the complex intersection of climate policy and industrial competitiveness, he focuses on the regulatory and policy frameworks needed to scale critical technologies like hydrogen, carbon capture and storage (CCS), and electrification.

Before joining Air Liquide, Robert built a comprehensive view of energy markets and policy across both the public and private sectors. He shaped policy and worked on regulation in two Dutch Ministries as well as at the Authority for Consumers & Markets (ACM), before spending over a decade leading regulatory and energy transition projects as a Director at Ecorys and Principal Manager at PwC. He actively champions practical, market-driven solutions as Chair of the VEMW Task Force on Hydrogen and Natural Gas and as a Board Member of the Energy Policy Forum (Bezinningsgroep Energie).
